2.1.3 Containers. The warning devices shall be collapsible without the use of tools and stored in a reusable container. The container shall support the elements of the warning device(s) to prevent damage to the reflective surfaces. The Set 1 container may be separate or an integral part of the warning device. The Set 2 and Set 3 warning device intended to be sold for use as a set with a single vehicle may be enclosed in a single container.
2.1.4 Workmanship. The warning device shall function smoothly for the purpose intended. Reflective elements shall be free of cracks or chips. No defects that affect appearance, function or serviceability shall be permitted.
2.2 Metric Products. Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound units, providing they fall within tolerances specified and all other requirements of this document are met. If a product is manufactured to metric dimensions and those dimensions exceed the tolerances specified in the inch-pound units, a request should be made to the contracting officer to determine if the product is acceptable.
2.3 Standard commercial product. The reflectors shall, as a minimum, be in accordance with the requirements of this CID and shall be the manufacturer’s standard commercial product. A standard commercial product is a product which has been sold or is currently offered for sale on the commercial market through advertisements, manufacturer’s catalogs, or brochures, and represents the latest production model.
3. REGULATORY REQUIREMENTS
3.1 Recovered materials. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR).
4. QUALITY ASSURANCE PROVISIONS
4.1 Contractor certification. The contractor shall certify and maintain substantiating evidence that the product offered meets the salient characteristics of this Commercial Item Description, and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices, and is the same product sold in the commercial marketplace. The government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
