4.1 Contractor certification. The contractor shall certify and maintain substantiating evidence that the product offered meets the salient characteristics this Commercial Item Description, and that the product conforms to the producer’s own drawings, specifications, standards and quality assurance practices and is the same product offered for sale in the commercial marketplace. The Government reserves the right to require proof of such conformance prior to the first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
5. TESTING
5.1 Testing.
5.1.1 Weight. Weight per roll without core shall be determined by using a balance readable to 0.1 gram or less.
5.1.2 Thickness. The gage used for the measurement of thickness shall be a dead weight type equipped with a dial graduated to read directly to 0.0001 inch (.0025 cm). The presser foot shall be circular with a diameter of 0.025 inch (0.63 cm) plus or minus therewith shall be weighted so as to apply a total load of 3 ouch (85.05 grams) plus or minus 0.1 ounce (2.835 grams) to the specimen. The presser foot and anvil surface shall be plane to within 0.0001 inch (0.00025 cm) and parallel to each other within 0.0001 inch (0.00025 cm).
5.1.3 Low Temperature Resistance Test. Three eight-inch (20.32 cm) lengths of the finished ribbon from each sample unit shall be exposed in a cold chamber to a temperature of minus 29 degrees F (minus 29 degrees C) plus or minus 4 degrees F (4 degrees C) for a period of one hour. Without being removed from the cold chamber, the specimen shall be creased 180 degrees in the center by folding slightly while lying on a flat smooth surface and running the center of a steel roller over the fold a single time. The steel roller shall be approximately 5.5 inches (13.97 cm) in diameter, approximately 2 inches (5.08 cm) wide, with a suitable handle guide, and shall weigh 10 pounds (4.53 kg) plus or minus 0.5 pounds (0.23 kg). The temperature of the roller shall be the same as that of the specimen. The specimen shall be handled with gloves and care taken that its temperature remains uniform through the test. After folding the specimen the specimen shall be visually examined. Any indication of cracking or flaking of any specimen shall be cause for rejection of the sample.
5.1.4 Colorfastness. The finished ribbon shall be exposed for the specified number of hours in accordance with ASTM G26, method A or C and examined for compliance with 2.1.3.
